Initial Surface Habitat

Summary. The architecture's first dedicated lunar surface habitat, introduced in the Foundational Exploration segment. It houses two crew for "a minimum of 7 and up to 33 days with logistics resupply" and supports EVAs and utilization in crewed and uncrewed periods (ADD Rev C, p. 57). It is a Habitation Systems element, added in Rev B, and the design is not final. The Moon Base Users Guide names it as the example of an early element "designed … for self-sufficiency", in contrast with the shared infrastructure the Moon Base will need.

NASA's description

"The Foundational Exploration segment introduces dedicated surface habitation to the architecture. The initial surface habitat offers expanded exploration capabilities, establishes opportunities for Mars-forward precursor missions, and increases crew size, exploration range, and utilization opportunities.

The habitat can house two crew members as they live and work on the lunar surface from a minimum of 7 and up to 33 days with logistics resupply. The habitat enables crew EVAs, as well as science and technology utilization during both crewed and uncrewed periods. It supports general habitation functions, such as provisioning medical systems, accommodating utilization hardware, supplying environmental control and life support, and supporting logistics transfer." (p. 57)

The Human-Class Delivery Lander lists "surface habitation elements" among its large cargo, including cargo "that remains integrated with the lander — such as a surface habitat" (p. 56). The ADD doesn't say which lander carries this habitat.

In the executive overviews (2023 and 2024)

Both are older than Rev C; page numbers are their PDF pages.

  • Initiated in 2023. NASA put "a lunar surface habitation element, which may provide an initial home for astronauts on the Moon" through element initiation in 2023 (2023 overview, PDF p. 10). It entered the ADD a year later, in Rev B (Elements).
  • The 2024 description. "The initial surface habitat element will house astronauts, empowering them to live on the lunar surface. It will increase the crew size, range, and duration of exploration missions and enable science and technology utilization during both crewed and uncrewed periods" (2024 overview, PDF p. 6). The image is labeled "Government Reference Concept", and the elements spread calls the habitat "Home on the Lunar Surface" (PDF p. 25).
  • Its functions in 2024. A box headed "Functions Fulfilled by the Initial Surface Habitat Element During the Foundational Exploration Segment" shows four, then "+15 additional functions" (PDF p. 6):

What changed by Rev C (the wiki's comparison):

  • More functions. In 2024 the habitat had 19. ADD Rev C's B.3.7 maps 23 (below), and the December 2025 decomposition sheet allocates 24 to "Initial Surface Habitation" (Lunar function allocation). All four above are among them.
  • One title changed. FN-P-402 L now reads "for mid- (month+) to long-durations (year+)" (ADD p. 121; Lunar functions).
  • Three of the four are Moon Base functional gaps. FN-H-101 L, FN-H-201 L and FN-P-402 L are on the Users Guide's Phase 1 list (Phase 1 functional gaps). The join is the wiki's; the guide doesn't name this element against them (below).

In the February 2025 workshop briefing

NASA's "Architecture Updates" deck for both February 2025 workshops, ten months before Rev C, introduced the habitat as "Architecture Elements Approved at ACR24":

"Enables expanded exploration capabilities up to 4 surface crew, establishes opportunities for Mars-forward precursor missions, and increased exploration capabilities and science during missions" (Architecture Updates deck, slide 12)

Its "Primary Functions Met by Element" are the 2024 overview's four, then "+15 additional functions.", with the fourth labeled "FN-U-201 L" under FN-U-204 L's title (a slip, as the wiki reads it). The industry and academia copy has the same slide (copy). No other source gives the habitat a crew of four (all source texts searched, including the 2024–2025 workshop decks not yet written up).

What changed by Rev C (the wiki's comparison): Rev C says "The habitat can house two crew members … from a minimum of 7 and up to 33 days" (p. 57). The two disagree; Rev C is newer and the reference, and the difference is open question 86. Rev C's legacy decision LD-06-L, "up to four crew members during an integrated mission, including both orbital and surface operations" (p. 75; Key definition tasks), counts the whole crew, not those on the surface.

Functions (ADD Appendix B.3)

B.3.7.1 maps 23 functions, all in Foundational Exploration (pp. 157–158). Titles are the ADD's. The last column is the wiki's join with the Users Guide's Phase 1 list (Phase 1 functional gaps).

Nine of the 23 are Phase 1 functional gaps (the wiki's join), the most of any element. The ADD's B.5 lists none of them as unallocated.

What the habitat isn't mapped to (B.5, pp. 170, 173, 183):

  • Month-plus habitation, FN-H-102 L: unallocated under UC-H-102 L
  • Month-plus crew countermeasures, FN-X-103 L: unallocated under UC-X-103 L
  • Surface waste and water and gas transfer, FN-L-301 L, FN-L-203 L and FN-L-205 L: unallocated under UC-L-201 L

All five are also Phase 1 functional gaps. The one-pager's "minimum of 7 and up to 33 days" (p. 57) matches the short-duration function, "days to weeks"; that reading is the wiki's.

Against the lunar spreadsheet. The sheet's "Initial Surface Habitation" column has 24: the ADD's 23 plus FN-D-101 L, "Collect, store, and locally distribute data on the lunar surface" (Lunar function allocation).

Changes since Rev C

No newer source names this element by its Rev C name. The Building the Moon Base fact sheet and the Moon Base Program's Ignition deck (March 2026) say what habitation the Moon Base phases bring; neither says whether this habitat is part of it, and the wiki doesn't match them. The Ignition release's ASI habitats are under Moon Base relevance.

  • Briefed at the January 2026 workshop: a "Foundational Surface Habitat". A slide headed "Problem Description – Multilateral Interoperability" labels a habitat in a lunar surface scene "Foundational Surface Habitat", among the systems that must interoperate (Pressurized Rover, Lunar Terrain Vehicle, Human Landing System, spacesuits and tools, communications and navigation, ISRU and payloads) (2026 industry and academia workshop, slide 24). The name is in no other source except the international partners' deck of 24–25 February 2026, which shows the same slide retitled "Multilateral Infrastructure & Interoperability" (slide 48), and the slide doesn't relate it to this element. The wiki records the label without matching it. See RT-7.

  • The Building the Moon Base fact sheet lists "habitation" among Phase 2's contents, and for Phase 3 "Establishing semi-permanent habitation modules with spacious interior volume for crew living and operations" (Building the Moon Base fact sheet, p. 1).

  • Briefed at Ignition, March 2026: habitation by phase. The Moon Base Program's deck has a table for habitation and logistics with no Phase 1 column. Its Phase 2 "Demo Habitation" is to "Establish early human habitation lunar base capability" with "Early pressurized module(s) with minimal environmental control and life support systems supported by external power". Phase 3 has "Initial surface habitats > 100 m³", split into "Partner habitats" and "US habitats", and "Additional elements" ("Airlocks", "Nodes") (slide 62) (Ignition deck 2, slide 62). Phase 3's "Habitats" key mission is to "Enable a continuous human presence with increased habitable volume and floor space", with "Multiple habitable volumes across multiple site locations" needing "ECLSS; Surface mating; Airlocks" (slide 33) (Ignition deck 2, slide 33). The deck gives no crew size or stay length for its habitats; its logistics example is sized for "a 4crew, 28-day mission" (slide 32). Slide 42 attaches two programs to "HABITATION": "MPH" and "GATEWAY" (Ignition deck 2, slides 41–42).
  • Not matched. The deck's Phase 3 "Initial surface habitats" share this element's name in the plural, but the deck says nothing more that ties them to it. Rev C's habitat is for two crew, 7 to 33 days, and the Users Guide calls it "designed … for self-sufficiency" (below); the deck's Phase 2 module is "supported by external power". The wiki records both and doesn't say whether the element has moved, been replaced or been left out. Silence in the deck is an omission, not a change.

Moon Base relevance

The Users Guide names this element once, as an example:

"While NASA and its partners have designed early Artemis program elements (e.g., the initial surface habitat) for self-sufficiency, ongoing exploration creates needs for shared lunar infrastructure. To enable Moon Base development, NASA and its partners can start building scalable, shared systems for power, logistics, communications, and navigation." (Users Guide, p. 6)

It gives the habitat no Moon Base phase. The guide's Phase 1 habitation needs, such as FN-H-101 L ("short durations (days to weeks)") and FN-H-102 L ("moderate duration (month+)"), are functional gaps: functions "either currently unallocated to any existing elements, or … that need additional performance" (p. 9). The guide doesn't say which element they would fall to. See Habitation Systems and Phase 1 functional gaps.

Shared function IDs (the wiki's join). The ADD itself answers part of this. It maps FN-H-101 L to this habitat and the Pressurized Rover, and lists FN-H-102 L as unallocated (B.3.7.1, p. 157; B.5, p. 170). In all, nine of the habitat's 23 functions are on the guide's Phase 1 list, in four of its groups: habitation, logistics, power, and communications and PNT (above). The guide doesn't say which half of its definition applies to them (open question 65).

Not matched: ASI's "Multi-purpose Habitats (MPH)". The Ignition release names them as an Italian Space Agency contribution to Moon Base Phase Three, with no description (Ignition release, "Building the Moon Base"). No source relates them to this habitat, so the wiki doesn't. The Moon Base Program's Ignition deck attaches "MPH" to habitation (slide 42), and the wiki reads that as ASI's habitats, by acronym; it doesn't expand the letters or name this element (Ignition deck 2, slides 41–42). ASI's own poster for the February 2026 Rome workshop expands it as "Multipurpose Habitation Module (MPH)", a module on wheels, with no phase, size or crew, and doesn't relate it to this element either (ASI poster); it stays unmatched. The deck's habitats by phase are above.
